Ghana launches plan to formalize worker export program to curb illegal migration and boost remittances
Ghana has unveiled plans to formalize the export of its workers to other countries as part of efforts to create legitimate employment opportunities abroad, curb illegal migration, and boost remittance inflows.
Finance Minister Dr. Cassiel Ato Forson shared the announcement during his presentation of the 2025 Budget to Parliament. He explained that the initiative will establish a structured system for Ghanaians seeking employment overseas.
Dr. Forson emphasized that the Ghana Labour Export Programme aims to protect Ghanaian workers by ensuring legal frameworks are in place to safeguard their rights and well-being.
Irregular migration remains a major issue in Ghana, with economic challenges driving six out of ten Ghanaians to consider leaving the country. As a result, some migrants face exploitation, or even death, while traveling or in destination countries.
The Finance Minister assured that the new export programme would help prevent the exploitation of workers—an ongoing concern for many Ghanaians who seek employment abroad under informal or unregulated circumstances.
He further highlighted the initiative’s potential to generate significant economic benefits, with remittances from Ghanaian workers abroad expected to enhance foreign exchange earnings and support the country’s economy.
