Mahama Sets March 2027 Deadline for First 700 Saglemi Housing Units

President John Dramani Mahama has set March 2027 as the target date for the completion and commissioning of the first 700 housing units under the revived Saglemi Housing Project.

The President gave the assurance after inspecting ongoing redevelopment works at the Saglemi site, where government is working with the private sector to bring the long-delayed housing project back to life.

The Saglemi project, originally designed as a 5,000-unit affordable housing development, has remained largely incomplete for several years following a series of challenges that halted construction.

President Mahama said the current arrangement with LMI Group is intended to ensure that work resumes in earnest and that the estate is eventually transformed into a functional residential community for Ghanaian families.

According to him, LMI has committed to delivering the first 700 units by March 2027, while a total of 1,500 units under the initial phase are expected to be completed by December 2027.

He expressed optimism that the first batch of completed homes could be commissioned around Easter next year, allowing the first beneficiaries to begin taking possession.

Saglemi Project Gets New Lease of Life

President Mahama recalled that the housing project was originally initiated during the administration of the late President John Evans Atta Mills as part of efforts to address Ghana’s housing shortage.

He noted that the project continued during his first administration but later suffered setbacks after a change in government, legal disputes and investigations.

The prolonged inactivity, he said, left the estate exposed to vandalism, resulting in the removal of several fittings and installations from the unfinished buildings.

Items reportedly taken from the site included electrical cables, bathroom fittings, bulbs and underground telecommunication cables.

To prevent further deterioration and ensure that the investment is not lost, government opted for a private-sector partnership to complete and redevelop the estate, with LMI Group selected as the developer.

1,500 Units in First Phase

President Mahama explained that the immediate focus is on completing 1,500 housing units before attention is turned to the remaining 3,500 units under the original 5,000-unit plan.

He said the completed estate is expected to provide modern housing within a well-planned community, particularly as economic and industrial activities continue to expand around the Tema-Dawa corridor.

The President urged prospective homeowners to take advantage of the opportunity when the sales process begins.

He also advised interested Ghanaians to register early, saying demand for the houses is expected to be high because of the growing industrial developments in the area.

Infrastructure to Support Saglemi

President Mahama said the redevelopment of Saglemi is being supported by major infrastructure projects in the surrounding area.

These include improvements to roads, water supply, digital connectivity and railway infrastructure.

He disclosed that treated water from the facility serving the Dawa Industrial Park would be made available to the Saglemi community, with discussions also ongoing to utilise excess capacity for the Tema Industrial Area.

Road development is also progressing along the corridor, while plans for railway connectivity are expected to improve the movement of people and goods between the Tema Port, Saglemi and the Dawa Industrial Zone.

The President said the combination of housing and infrastructure projects would help turn the area into an important industrial and residential growth corridor.

Mortgage Support for Homebuyers

On affordability, President Mahama said financial institutions are preparing mortgage packages to assist people who qualify to purchase the homes.

He said the Home Ownership Fund and other participating institutions would help prospective homeowners raise the required deposit while accessing mortgages at relatively affordable interest rates.

According to him, increasing the number of affordable homes available to Ghanaians remains essential to tackling the country’s housing deficit and reducing the financial pressure associated with rent advances.

He argued that expanding the housing stock would provide a more sustainable response to Ghana’s housing challenges.

LMI Reaffirms March 2027 Target

Chief Executive Officer of LMI Group, Kofi Aduhene, also reaffirmed the company’s commitment to completing the first 700 housing units by March 2027.

He said construction activities are progressing, with key materials already secured and work continuing on site.

Mr. Aduhene disclosed that underground electrical cabling was being installed, while other preparatory works were also underway.

He further indicated that the water treatment facility at Dawa was ready, with a pipeline already laid to support the Saglemi development. An overhead water reservoir is also nearing completion.

Digital infrastructure is being incorporated into the project, with fibre-optic connectivity being extended from Dawa to the estate to provide high-speed internet access to residents.

President Mahama commended the management and workers of LMI Group for the progress made and stressed the need for the developer to meet the agreed timelines.

Part of Wider Housing Programme

The President also disclosed that Saglemi forms part of government’s broader strategy to expand affordable housing across the country.

He said the Ministry responsible for Housing is working on a District Housing Scheme, backed by GH¢500 million provided in the 2026 Budget.

Construction under the programme is expected to commence in selected districts as government seeks to increase housing supply over the next four years.

President Mahama said the revival of Saglemi demonstrates government’s determination to recover stalled housing investments and provide more Ghanaian families with the opportunity to own decent homes.

If LMI meets its March 2027 commitment, the first 700 families could begin to benefit from the long-delayed Saglemi development, marking a significant step toward completing a project that has been on the national housing agenda for years.
