NIB Searches Residence of Former NEIP CEO Kofi Ofosu Nkansah Over Alleged Sale of Government Scholarships

Officers of the National Intelligence Bureau (NIB) have searched the residence of former National Entrepreneurship and Innovation Programme (NEIP) Chief Executive Officer, Kofi Ofosu Nkansah, as part of investigations into allegations that government scholarships were being sold to prospective beneficiaries.

Lawyers for Mr Nkansah confirmed the search on Tuesday, February 10, 2026, clarifying that their client was neither arrested nor detained but honoured an invitation to assist investigators.

According to the legal team, the development followed comments Mr Nkansah made during a radio discussion on Sompa 106.5 FM, where he alleged that some individuals were paying large sums of money to secure scholarships to study abroad.

Speaking to Citi News, lead counsel Nana Agyei Baffour Awuah stated that NIB officers were unable to produce a warrant when requested during the search. He added that Mr Nkansah voluntarily reported to the NIB and provided all the information demanded by investigators.

The probe was ordered by President John Dramani Mahama after he directed the NIB to investigate the claims, describing the allegations as a matter of serious public concern.

In a statement dated Monday, February 3, 2026, the Office of the President characterised the allegations as grave and tasked the NIB with verifying the claims, identifying any individuals involved, and submitting its findings directly to the President for further action.

During the Sompa FM discussion, Mr Nkansah claimed he knew people — including members of the New Patriotic Party (NPP) — who had purchased government scholarships for amounts as high as GH¢100,000 or more. He further alleged that under the current National Democratic Congress (NDC) administration, some individuals had continued to buy foreign scholarships and had already travelled abroad.

However, he indicated that he was uncertain whether the alleged transactions were carried out through the Ghana Scholarship Secretariat, the Ghana Education Trust Fund (GETFund), or any other state institution responsible for awarding scholarships.

The claims have sparked widespread public concern over transparency, fairness, and accountability in the award of state-sponsored educational opportunities.

Alex Kwaku Asafo Agyei, Director General of the Ghana Scholarship Secretariat — whose office was implicated in the allegations — disclosed in a Facebook post on Thursday, February 5, 2026, that he had been reliably informed the NIB had invited Mr Nkansah for questioning.

He called on the NIB to conduct a thorough investigation and make its findings public in the interest of transparency, accountability, and sound public administration.

Earlier reports suggested that Mr Nkansah had been picked up by the NIB after allegedly failing to honour an invitation. Dzifa Gunu, Chief Executive Officer of Ghana Digital Centres Limited, stated in a Facebook post on Wednesday, February 5, 2026, that Mr Nkansah had been picked up to substantiate his claims.

However, Mr Nkansah’s lawyers have dismissed those reports, insisting that their client voluntarily reported to the NIB and has cooperated fully throughout the investigation.

They stressed that his cooperation is intended to help establish the truth and ensure clarity in the matter.

Mr Nkansah served as CEO of NEIP under the previous NPP administration led by President Nana Addo Dankwa Akufo-Addo. He is also known as a social media activist affiliated with the NPP.

The National Entrepreneurship and Innovation Programme, established in 2017, was a flagship initiative of the NPP government aimed at providing business development services, funding, and technical support to young entrepreneurs.

The Ghana Scholarship Secretariat administers government scholarships for tertiary education both locally and abroad, while GETFund provides financial support for infrastructure and educational programmes across various levels of education.

The NIB investigation remains ongoing, with its findings expected to be submitted to the President for further consideration and any necessary action.
