John Mahama Backs Otumfuo’s Bawku Peace Report, Unveils GH¢1bn Revitalisation Fund

The Government of Ghana has fully endorsed the findings and recommendations contained in the Bawku Conflict Mediation Report submitted by the Asantehene, Otumfuo Osei Tutu II.

This was disclosed in a press release issued on December 17 by the Minister in Charge of Government Communications and Spokesperson to the President, Mr Felix Kwakye Ofosu.

According to the statement, the report was presented to government on December 16, 2025, and has since been carefully reviewed and deliberated upon. Mr Kwakye Ofosu said government accepts all the conclusions and proposals outlined in the document.

“The Government of the Republic of Ghana has received, carefully reviewed, and deliberated upon the Bawku Conflict Mediation Report presented by His Majesty Otumfuo Osei Tutu II, Asantehene. The government fully endorses and accepts all the findings and recommendations contained in the Mediation Report,” the statement said.

The report, government noted, provides a comprehensive, fact-based and forward-looking roadmap aimed at achieving lasting peace, reconciliation and stability in Bawku and surrounding areas, stressing that it is not intended to apportion blame or declare winners and losers.

As part of its endorsement, government reaffirmed the legal position upheld consistently by the Supreme Court that Naba Asigri Abugrago Azoka II is the lawful Bawku Naba, adding that no individual or group is permitted under any circumstances to challenge his authority or legitimacy.

Government also accepted the recommendation for Alhaji Seidu Abagre, who was installed as a rival claimant to the Bawku chieftaincy, to be recalled to Nalerigu by the Overlord of Mamprugu, the Nayiri, to assume an alternative traditional role. The statement said government would immediately facilitate his safe movement to Nalerigu, where he would remain available to receive directives from the Nayiri.

Mr Kwakye Ofosu further indicated that government has requested Otumfuo Osei Tutu II to continue offering his leadership and moral authority to subsequent reconciliation efforts between the Mamprusi and Kusasi communities.

On socio-economic recovery, the government acknowledged the severe human, social and economic impact of the protracted conflict, including the loss of lives, disruption of livelihoods and stalled development.

In response, President John Dramani Mahama has directed the Minister for Finance to establish a One Billion Ghana Cedi (GH¢1 billion) Bawku Revitalisation Fund. The fund, to be disbursed over a three-year period from 2026 to 2028, will support the reconstruction and development of key infrastructure such as roads, healthcare and educational facilities, irrigation and dam projects, security installations, and commercial infrastructure.

The fund will be managed by a high-level committee chaired by the Minister for Finance, Hon. Cassiel Ato Baah Forson, who also serves as Acting Minister for Defence.

Government also called on traditional authorities, political leaders, youth groups, civil society organisations, religious bodies and the general public to support the peace and reconciliation process in a spirit of unity, restraint and patriotism.

Reiterating the Asantehene’s admonition, government stressed that there are no winners or losers in the mediation process, and urged all parties to faithfully abide by the recommendations of the report in the supreme interest of peace and national stability.

The statement concluded with an expression of gratitude to Otumfuo Osei Tutu II, the Nayiri, Naa Bohagu Abdulai Mahama Sheriga II, the Bawku Naba, Naba Asigri Abugrago Azoka II, and all stakeholders whose cooperation contributed to the success of the mediation process.
