The Economic and Organised Crime Office (EOCO) has arrested New Patriotic Party (NPP) communicator Dennis Edward Aboagye, popularly known as Miracles Aboagye, in connection with investigations into alleged financial irregularities involving approximately GH¢55 million at the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).

EOCO disclosed in a statement issued on Monday, July 13, 2026, that Aboagye, the former Executive Secretary of IMCCoD, was arrested alongside Gerald Appiah, the former Accountant of the Secretariat, as part of ongoing investigations into the suspected misappropriation of public funds.
According to the anti-graft agency, Gerald Appiah has voluntarily begun returning funds allegedly connected to the offences under investigation.
“EOCO notes that Gerald Appiah has voluntarily begun refunding (returning the loot) of funds connected to the crimes under investigation. These recoveries do not by themselves conclude the investigative process neither do they absolve any suspect of any crime,” the statement said.
The agency stressed that while the recoveries form part of its investigative efforts, they do not bring the case to an end or exonerate any of the suspects.
The arrests follow extensive investigations launched after the current Executive Secretary of IMCCoD petitioned EOCO to conduct further investigations into a forensic audit covering the period between August 1, 2022, and February 2, 2025.
EOCO said the probe centres on the suspected misappropriation, misapplication, diversion and theft of public funds estimated at GH¢55 million.
The two suspects are being investigated for a range of alleged offences, including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering and other related offences.
EOCO indicated that Miracles Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana. Gerald Appiah is also expected to be released after satisfying his bail conditions, while investigations continue.
