The Managing Director of the Tema Oil Refinery (TOR), Edmond Kombat, has been honoured for his transformational leadership at the 10th Ghana CEOs Summit held at the Kempinski Hotel in Accra.

The award, presented by the Ghana CEOs Network in partnership with the University of Ghana, Ernst & Young, Deloitte, the Ghana Investment Promotion Centre, Margins Group, Media General, and the Multimedia Group, recognised Mr. Kombat’s exceptional leadership, strategic vision, and unwavering commitment to advancing operational excellence at the state-owned refinery.
Organisers noted that his leadership has played a pivotal role in repositioning TOR as a key player in Ghana’s petroleum and energy sector, following years of operational challenges.
The recognition comes on the back of a major milestone for the refinery, which recently took delivery of approximately one million barrels of Bonga crude oil aboard the MT Cap Felix in Tema. The shipment, purchased from Shell and supplied through TOR’s tolling partner, Fujairah/Triangle Commodities Trading (TCT), forms part of broader efforts to revitalise operations and ensure a steady supply of petroleum products to the domestic market.
President John Dramani Mahama, who attended the summit as Special Guest of Honour, delivered the keynote address, highlighting the importance of strong leadership in driving economic transformation and industrial growth.
Mr. Kombat, who assumed office about a year ago, has been widely credited with steering the refinery toward a path of recovery and operational efficiency. His tenure has been marked by a results-oriented approach aimed at restoring confidence in the refinery and strengthening its contribution to Ghana’s energy security.
A lawyer and seasoned private entrepreneur, Mr. Kombat brings extensive experience in the energy and agribusiness sectors. He holds a Master of Public Administration from the Harvard Kennedy School as an Edward S. Mason Fellow, a Bachelor of Laws from the Ghana Institute of Management and Public Administration, and a First Class degree in Political Science from the University of Ghana.
He is a member of the Ghana Bar, with a Qualifying Certificate in Law from the Ghana School of Law, and serves as a Partner at BidzakinKombat Chambers. He is also a licensed stock analyst with the Ghana Stock Exchange.
