UNCOVERING THE COVERED TRUTH IN THE WOYOME SAGA… EPISODE 3

At this point, we know the background of the case and the charges levelled against Mr. Alfred Agbesi Woyome by the Republic so we move to the witnesses and get details of what they told the court about this whole saga.

Mangowa Ghanney happened to be the first witness of the prosecution. She testified to the court that somewhere around March 2010, the then finance minister who was her boss referred a letter from the Attorney General’s department to her. The letter (exhibit 2) gave justifications for the payment of 2% of a settlement amount of 22 million Euros to Mr. Woyome but that order was withdrawn somewhere along the line because the treasury raised issues on who the payment goes to. Was it Austro Invest or Mr. Woyome?

After the withdrawal of the order, there was another letter from the AG asking the finance ministry to pay an amount of 41,811,480.59 Ghana cedis as a result of a judgement Mr. Woyome got on 24th May, 2010 from the high court resulting due to the earlier payment that was queried. She concluded that this amount was finally processed and paid.

Mr. Yaw Osafo Marfo, the current senior minister of the state was the next witness of the prosecution as he was the minister of education and sports as at the time of the instant case and had a lot to do with CAN 2008. He told the court about the tendering processes for the construction of the stadia. He confirmed that Vamed led by Mr. Woyome won the bid. He also confirmed to the court that the financial and technical committee which worked on the tender recommended Vamed and M Powapak as the most responsive hence forwarded their documents to the Central Tender Review Board where concurrent approval was as well given.

He further said that the tendering process was however truncated by cabinet on the grounds that government’s finances can’t match the cost and the financial proposals supporting the bid was not healthy. Yes, the very bid a team of financial and technical committee described as the most responsive. He also told the court that Waterville did not provide the funding for the construction and no funds came to Ghana from Mr. Woyome or any of his companies but there was a Letter of Support from Bank Austria which formed part of the financial proposal of Vamed/M Powapak. Interesting, isn’t it? Well, let’s make progress.

I will end this episode with an interesting revelation by Osafo Marfo. When asked if he knew Mr. Woyome, he answered in the affirmative. He revealed to the court that Mr. Woyome was involved in building hospitals with Austrian firms hence he dealt with him between 2001 to 2005. He said Mr. Woyome’s firm was constructing hospitals at Sogakope, Begoro and Buala Gushiegu when the npp came to power in 2001 so he had to travel with him to Austria to assure him and Bank Austria that the hospital projects were not going to be affected by the change of government.

I find the above interesting because recently, so many media outlets were praising Mrs Rebecca Akuffo Addo for the refurbishment of a ward at KATH after a doctor took up the challenge to make sure the project is not left to rot, a media outlet supported the doctor by making the public know about what this doctor has set out to do and the first lady joined the crusade to rally forces to ensure the ward is ready for use. This is just a ward oooo but surprisingly you hear same media outlets calling Mr. Woyome who helped the nation get Bank Austria to support us build 3 new hospitals as confirmed by Osafo Marfo “a thief, a fraudster and other unprintable names” when no court has pronounced him guilty of any of those crimes.
