YEA under Akufo-Addo and Matters Arising

Regional Directors (RDs) who were asked to proceed on leave to resume on May 26, 2017 reported to the CEO on Monday May 29, 2017 as had been directed in their Proceed on Leave Letters. They were directed to go back home and report to the HRM on Wednesday May 31, 2017.

When the RDs reported again on Wednesday May 31, 2017 Letters for Reassignment were handed to them. In the said letters, the RDs are to report at their new stations (cross regions) and to *newly appointed RDs who were recruited on contract* on Monday May 29, 2017 though the letters were handed to them on Wednesday May 31, 2017 after they were written on May 19, 2017. The RDs have been reassigned as officers in charge of flagship programme in their respective new regions. Whatever that means, only God knows.

YEA has nothing like Flagship Programmes. The Agency has no Concept Paper on any Flagship Programme. Thus the RDs have no benefit of knowing what their new roles entail and how they will be executing their task. This is a serious abrasion in the rules of engagement in the Public Service. Again, these are people who have gone through competitive selection process spearheaded by the PSC to get their jobs and have risen through the ranks to get their positions. How do you ask them to proceed on leave (they complied) and on their return, demote them and place them under contract staffs who per the Agency’s Scheme of Service are their juniors?

Is there any special reason why the RDs have been demoted? Why have they been placed under Contract Staff who are acting as RDs? Why should the CEO take such an action when he knows too well that such decisions and actions are reserved and utilised in the Public Service for punitive purposes? Have the RDs done anything wrong to warrant such punitive measures?

2. Robert A. Mensah (Ashanti) moved to ER
3. Peter Ayayee (Central) moved to Upper East
4. Mohammed Pelpuo (ER) moved to Brong Ahafo Region
5. Dr. Tanko Rashid Computer (NR) to Central region
6. Abolimbisa Roger (UER) to Western Region
7. Nurudeen Saani (UWR) to Ashanti Region
8. Joseph Nelson (WR) to Volta Region
9. Aziz Achiliwor (VR) to MELR
10. Joseph K. Hollison (BA) yet to pick up his letter

It is important to note that all these decisions and actions are being taken and implemented without a Governing Board. YEA does not have a Board to date.
