Somewhere January 2005, the Kufour led npp government on behalf of Ghana invited bids for the rehabilitation of the Accra and Kumasi Stadia as well as the construction of two more stadia in Sekondi-Takoradi and Kumasi.
M-POWAPAK/VAMED ENGINEERING Gmbs & Co., was declared as the most responsive firm based on the financial proposals and was recommended to the Central Tendering Board by the finance and evaluation committee.
The board however terminated the process even before approval could be communicated to the companies. Games had assigned its rights and responsibilities to Waterville Holdings (BVI) Ltd in the course of the tendering process.
Waterville protested against the termination of the tendering process and got the government to enter into an MOU with it to start work on the rehabilitation of the Accra and El-Wak stadia. This MOU was signed 30th November, 2005 and required Waterville to engineer the funding for the project on behalf of Ghana from Bank Austria Creditanstalt AG, guaranteed by the World Bank’s Multilateral Investment Guarantee Agency (MIGA).
Waterville was also tasked to arrange bridge financing. Waterville was as well asked to move to site and start work pending the signing of the of a formal contract subsequent to the MOU.
On 19th December, 2005, Waterville engaged M-Powapak led by Mr. Alfred Agbesi Woyome to provide it with financial engineering services for the projects. Government and Waterville then signed a formal contract with Waterville for the rehabilitation of the Accra and El-Wak stadia on 26th April 2006 but same government terminated the contract on the claim that Waterville could not engineer funding for the projects among others, as agreed in the MOU and which formed a condition precedent to the contract.
Per the suit filed by the Republic, Mr. Woyome after receiving what is due him under the financial engineering services rebdred Waterville took advantage of the change in government and falsely represented to government officials that government owed him money for his financial engineering services rendered I’m August 2009.
The above are facts of the case presented by the prosecution (the Republic) in the Court of Appeal which I laid my hands on. This is just the beginning of the many pieces I will be writing in my “UNCOVERING THE COVERED TRUTH IN THE WOYOME SAGA” series.
My first episode is to give readers a clear picture on the background to the case and my next episode will tackle the exact charges levelled against Mr. Alfred Agbesi Woyome by the Republic.
I urge readers to stay tuned for some interesting revelations in court which is hardly made known to the public by the media. I only hope to make the masses know what actually happened in the Appeals Court and the decisions arrived at by the respected judges based on evidence presented by the Appellant (government) and the respondent (Mr. Alfred Agbesi Woyome).
