Tuition is already free in second cycle institutions in Ghana but the NPP government is removing fees for admission, library, science resource, computer lab, examination, and utility fees. It also plans to give free textbooks, free boarding and free meals for each student.

The budget for the free SHS policy was presented by the Finance minister, Mr Ken Ofori-Atta during his maiden Budget Statement and Economic Policy. He disclosed that it would cost government GH¢400 million to implement the free SHS programme for the 2017/2018 academic year.
