The Northern Regional Director of the National Sports Authority (NSA), has been instructed to immediately refund some GH¢78,382.00, she collected on behalf of the Authority, but failed to pay it into the institution’s bank account.
Some of the cash were traced to her private bank account, and the authority wants it back.
Salifu Omaru, the Chief Accountant of the NSA in a letter dated November 8, 2018 and addressed to Salamatu Alhassan, the Northern Regional Director, disclosed that the GH¢78,382.00 was found to be revenue the head of sports in that region collected from January to October, 2018.
This came to light, after a special team of auditors, were sent to Tamale to investigate issues relating to the collection and use of the Authority’s funds
A letter intercepted by The Herald revealed that, Madam Salamatu Alhassan, had some of the Authority’s money paid into her private bank account, hence failed to account for it.
This, according to the letter was in gross violation of “Section 18 of the Financial Administration Regulation of 2003”.
While, GH¢68,382.00 of the said amount was revenue she allegedly collected on behalf of the Authority, GH¢10,000 was directly paid into her personal account by the Local Hajj Committee, instead of the Authority’s account, and this has also not been accounted to by Madam Salamatu Alhassan.
The Chief Accountant’s letter to the Northern Regional Director, revealed that “in Carrying out a review of your work as the Regional Director of the Authority in Tamale, from January – October, 2018, it has come to our notice that, you have collected revenue totaling Sixty-Eight Thousand, Three Hundred and Eighty – Two Ghana Cedis (GH¢68,382.00) but failed to pay the said amount into the Authority’s account in clear violation of Section 18 of the Financial Administration Regulation of 2003”.
The letter copied Acting Director General of NSA, Robert Sarfo Mensah, said “you are by this letter instructed to refund the money into the official account with immediate effect and submit the bank pay-in-slip to Head Office for verification within two weeks or provide details of how such monies were spent with memos, invoices and payment vouchers authorizing such payment”.
It stated further that, “you are further directed to refund the Ten Thousand Ghana Cedis (GH¢10,000) paid into your personal account by the Local Hajj Committee to Authority’s account without delay”, adding “your strict compliance is anticipated”.
The background to the letter is that, the head of the Sports Authority in the Northern Region, was brought in by the leadership of the New Patriotic Party (NPP), and has since caused the transfer of finance officers she accused as being members of the National Democratic Congress (NDC) and marginalized those she could not transfer, but perceived them to be NDC members.
She is accused of running the Northern Regional NSA outfit on partisan lines, and when the authority caused the special team to investigate her after realizing that things were not being managed well, the GH¢78,382.00, could not be accounted for.
Interestingly, reports coming from the Northern Region are that, she has had ex-Northern Regional NPP Chairman, Daniel Bugri Naabu, Minister in the Office of Vice-President, Boniface Abubakar Siddique and Senior Minister; Yaw Osafo Marfo, trying to intervene on her behalf and prevent her from being sacked.
