Estimates Corruption Scandals Under Mahama At GH¢9.2 Billion

The opposition New Patriotic Party (NPP), has mischievously costed the various corruption allegations the party, its flagbearer, Nana Akufo-Addo, and others have leveled against the Mahama administration at a conservative estimate of GH¢9.2 billion, the equivalent of US$2.2 billion since 2009.

According to the NPP, “though the amount of corruption could be significantly higher, our conservative estimation of the lower limit is around GH9.1billion or $2.2billion. This estimate is huge and could have solved most of the challenges we face as a country, but for corruption”.

This was contained in a document dubbed the “Blue Book” which The Herald has intercepted. It was meant to equalize the Mahama’s government “Green Book” detailing the achievements of his administration and projections for the next 4 years.

The NPP intends using portions of the “Blue Book” and one other dubbed the “Greed Book” as its campaign manuals for the 2016 presidential and parliamentary elections campaign by tagging the Mahama administration as saddled with corruption scandals.

It includes Akufo-Addo’s discredited US$10 million diaries, he claimed were printed by the Flagstaff House.

The document lists allegations totaling 30, including those exposed by the government itself for investigations and argues that, none of the people accused were prosecuted nor punished. In the first page of the document which is titled, “Stealing for Friends and Family”, the document mentions, Alfred Agbesi Woyome, as having received some “GH¢51.2Million for no work done”.

Some of the allegations covers, the infamous judgment debt paid to businessman Alfred Woyome, the National Service Scheme (NSS) scandal sanctioned by the president himself, the Ameri Plant transaction, Subah Infosolution Contract with Ghana Revenue Authority (GRA), the expansion of the Ridge Hospital, and the sale of Merchant Bank.

Others include, the Brazil World Cup, the so-called presidential diaries, Achimota Ofankor Road, NDC party headquarters, Smarttys deal, Atlas Books, Condom scandal by the Ministry of Health, Odaw Dredging, Metro Mass Buses, GYEEDA and 16 others.

The document names the likes of the president’s younger brother, Ibrahim Mahama, as having benefitted greatly from what it calls “create, loot and share” agenda by the government.

In last Monday’s edition of The Herald, the paper revealed that the NPP was writing two separate books titled the “Greed Book”and the “Blue Book” and sources say since the publication, there has been confusion in the camp of the party.

The compilation of these books, were supposed to be a top secret at least for now, according to this paper’s insiders, but since the exposé, party members have been outraged and are pointing accusing fingers at each other sparking a wave of mistrusts in the party.

Party insiders revealed that, the pro-NPP think tank, Danquah Institute (DI), is accusing the camp of the NPP vice- presidential candidate, Dr. Mahamudu Bawumia for the leakage, whilst the camp of the economist, is also accusing DI of being behind the leakage.

The Monday’s publication detailed the NPP’s two books; the “Blue Book” and the “Greed Book”. The latter proposed by Gabby Asare Otchere-Darko’s teenage daughter, will seek to lie against the Mahama family and appointees of his government by falsely assigning properties such as hotels, filling stations, luxurious homes both here in Ghana and abroad, expensive cars among others.

However, the “Greed Book” will centre on the failures of the NDC administration dating as far back as 2009, quoting the governing party’s 2008 manifesto and hitting it with claims of corruption in the Mahama administration painting a hopeless situation and blaming it on so-called unprecedented corruption in the current administration.

The document also mentioned another judgment debt paid to the Construction Pioneers (CP) of 94 million Euros in 2010, GH275.92Million judgment debt to 41 individuals, 15 business entities and many others, which the NPP describes “fraudulent”.

It mentioned Rowland Agambire’s Asongtaba Cottage Industry (ACI) and its activities at the Savannah Accelerated Development Authority (SADA) suggesting there had been a GH¢47 million case of corruption from the Guinea fowl business, and proceeded to mention Selassie Ibrahim’s GH¢3.6 million Metro Mass bus branding saga, as among the corrupt cases.

Although the claims could be substantiated as they were based on hearsay and as such lacked merit, they have all found their way into the campaign document.

Some of the unsubstantiated claims are that, the NDC used GH¢90 million on the party’s presidential primaries in 2012 to elect the late Prof. John Evans Atta Mills at Sunyani in the Brong Ahafo Region.

They also intend to accuse the NDC of spending GH¢200 million to build a national headquarters at Adabaraka in Accra.

The discredited claim of the NPP flagbearer, Nana Akufo-Addo, that the Flagstaff House, used a whopping US$10Million of taxpayer’s money to print
2016 government diaries, is also included in the campaign manual.

On infrastructure, the document captions it “stealing our infrastructure”, the NPP said, the Achimota-Ofankor road awarded during President John Kufuor’s administration at a cost of US$45 million was reviewed and “inflated by the NDC government to cost US$135Million.

It continued that President Mahama, while vice president, led a team to negotiate for the construction of a plane’s hangar at a ridiculous US$17 Million, when it could have cost an Akufo-Addo- NPP government only $5Million.

The NPP also allege that, “the NDC government received at least US$1 million in bribery payment from TAQA, the United Arab Emirates based majority shareholder of the Aboaze Thermal Plant”.

They questioned the cost of Kwame Nkrumah and Kasoa Interchanges, which were awarded to Brazilian company, Queiroz Galvao, which the NPP say, has strong contacts at the presidency, the Flagstaff House.

“Queiroz Galvoa, a Brazilian construction company with strong contacts at the presidency has single-handedly executed various projects with questionable value for money audits. Among them are the Kasoa Interchange at US$172.6 million, Kwame Nkrumah Circle at 74.88 million Euros and the Tamale Airport expansion at US$100 million”, the NPP manual said.
