1. The Contract is between Ghana Government and the China Hunan Construction Engineering Group Corporation. NOT Smarttys and Ghana Government.
2. Benefits- Did you know 556 communities in Volta, Eastern and Northern Regions will be provided with electricity under phase one of this contract @ a cost of US$92million? YES!
3. The credit facility is being provided by Industrial Commercial Bank of China (ICBC). Stanchart has a minor component.
4. As standard practice, in 2015 The Ministry of Finance voluntarily requested for a value for money audit. Which was executed by Crown Agents- Accountable governance.
5. The interim report of Crown Agents yielded $22million in favor of their clients, Ghana. The Chinese company (not Smarttys) contested the initial conclusion as part of the audit process leading to Crown Agents revising the amount to $9million.
6. Ghana has decided to utilize the savings of $9million for additional communities.

A similar value for money audit and 4 rounds of negotiations on a electrification contract signed between NPP Government and Weldy Lamont on 25th April 2006 for rural electrification yielded savings of US$46million.
9. Question is- was that corruption? No it was not!!!!
If it was corruption, then compare $9million today to $46million under NPP.
10. The NPP must be sincere. They cannot lie their way to power. Government has a contract with Hunan- the Chinese Company not Smarttys, an agent for Hunan.
NB: The issue about blacklisting Smarrtys- our procurement law does not provide for that. Fortunately the law is being amended presently in parliament. An opportunity exists. Even in that case the Chinese Company Hunan is the entity that has Smarrtys as their representatives not Government of Ghana.
NB: The NPP is simply against the benefits and the impact of providing electricity to 556 communities in the Eastern, Volta and Northern Regions. The NDC has a superior track record in electrification projects and we shall continue to defeat the NPP in this sector also.
